With the approach of the 24th International Day against Drug Abuse and Illicit Trafficking, the inaugural ceremony of the Provincial Institute of Drug Abuse and the opening of the Drug Forum were held today in Hangzhou. Mr. Wang Yongchang, Vice-Chairman of Zhejiang Provincial CPPCC attended and addressed the meeting.

Established by Zhejiang Provincial Department of Justice, the Provincial Institute of Drug Abuse, by integrating community rehabilitation, mandatory rehabilitation, drug rehabilitation and clinical rehabilitation, aims at building an open, academic and encompassing platform for information exchange and research regarding drug abuse, so as to improve the quality of drug rehabilitation in Zhejiang Province.

It is learned that since the Law of the People’s Republic of China on Narcotics Control was implemented officially in 2008, the Provincial Bureau of the Administration of Reeducation-through-labor has started to undertake the obligation of enforcing mandatory rehabilitation. By establishing rules and regulations regarding mandatory rehabilitation and actively exploring effective modes of mandatory rehabilitation, the Bureau has achieved significant results and has established itself as the main battlefield of mandatory rehabilitation in the province. What’s more, the Bureau is now leading the country in many aspects concerning mandatory rehabilitation. Up to now, more than 10, 000 addicts have been forced to go thorough mandatory rehabilitation and nearly 2000 have already been released from the program.
