As early as "Haikui" was just formed, CPC Zhejiang Provincial Committee and the provincial government broke the routine to hold a video conference in advance on the 5th. Government leaders of all cities, counties (cities, districts) in the province attended the conference and made a comprehensive mobilization and deployment to combat the typhoon by doing the best preparation for the worst. The province insisted on carrying out “3 evacuations, 4 protections and 5 preventions”, regarded the safety of people as the premier work, implemented the precaution measures against typhoon firmly and finally achieved the goal of “no death, less injury and fewer losses”.
In accordance with preliminary statistics from the Municipal Flood Control and Drought Relief Headquarters, up to 16:00 August 9, in 10 cities (Hangzhou, Jiaxing, Huzhou, Shaoxing, Jinhua, Quzhou, Zhoushan, Taizhou, Lishui, Ningbo) and 74 counties (cities, districts), the typhoon affected 6.529 million people, caused 1.704 million people to be emergently evacuated to safe places, struck 355.3 thousand hectares of crops, resulted in 177.6 thousand hectares of crops reduced 30% of the yield and 35.1 thousand hectares of crops reduced 70% of the yield, decreased 332,000 tons of grain production, killed 9660 heavy livestock, and damaged 376,000 tons of aquaculture.
