Zhejiang to Implement Legislation on E-commerce

E-commerce is closely linked with everyone’s daily life and work in the Internet age. On November 9, reporters learned from the Legislative Affairs Office of Zhejiang Provincial People’s Government that Regulations on E-commerce of Zhejiang Province (Draft) (hereinafter referred to as the Draft), has recently passed the review at an executive meeting of the provincial government and will be submitted to the standing committee of the provincial people’s congress for deliberation as a bill from the provincial government.
E-commerce is Zhejiang’s “golden name card”. In 2016 alone, the total online sales exceeded 1 trillion yuan for the first time in Zhejiang. And the number of active Internet retailers on closely-watched third-party e-commerce platforms reached 800,000, with around 3,000 companies providing e-commerce services. Besides, one third of the country’s villages specialized in e-commerce are also in Zhejiang. The legislation on e-commerce aims to meet the needs of further promoting the innovative and pioneering development of Zhejiang’s e-commerce, which may help to provide Zhejiang’s experience for the formulation of related laws at a national level.
The Regulations (Draft) focuses on e-commerce development plan, infrastructure construction, payment environment, electronic invoice, investment and financing mechanism, standardization development, human resources cultivation, and statistical indicator system development. Targeted at the registration management of online shops, stipulations have also been made on real-name registration, registration information submission, registration information review and random inspection, and punitive measures for illegal registration. It also stipulates that natural persons qualified for Industry and Commerce registration are entitled to the legal registration process.
