Che Jun pointed out in his instructions that 2019 is an important year for the work related to retired soldiers. The departments related to the work retired soldiers at all levels in the province assume the responsibility and take the initiative to take the lead to build a service guarantee system in the country, to promote employment with high quality, to actively show care to and provide assistance for retired soldiers, and to continue to lay solid foundations at the grassroots level, achieving favorable results. The work related to retired soldiers has a bearing on national defense and army building, as well as on political security and social stability. Doing this work successfully is of great significance. Party committees, governments, and departments related to retired soldiers at all levels must thoroughly study and implement the spirit of the important statement on veterans made by General Secretary Xi Jinping, consciously stand at the political height of the “three places” in Zhejiang, and manage to successfully do various work including ideology and politics, employment, service guarantee, education management, rights and interests protection, etc., to promote the sustainable and healthy development of the cause of retired soldiers in the province, and make new contributions to accelerating the “two high-level” construction.
Yuan Jiajun emphasized that the work related to retired soldiers is connected to both the locality and the army, which is related to the stability of the army and the overall stability of the society. Zhejiang is a province where there are a great number of retired soldiers and a province where retired soldiers need employment. The management and support institutions for retired military personnel at all levels have great potential to make great achievements in the practice of the “two high-level” constructions in the new era. It is necessary to thoroughly implement General Secretary Xi Jinping’s important exposition on the work related to retired soldiers, to fully implement the spirit of the National Conference on the work related to Retired Workers, to adhere to strengthening the Party’s overall leadership, adhere to the principle of taking retired soldiers as the center, and adhere to serving economic and social development and serving the army building, to give priority to the placement of retired soldiers and to employment and entrepreneurship, to accelerate the establishment of the “three major systems” of organizational management, service guarantee, and administration according to laws, to comprehensively improve the “four capabilities” of political leadership, scientific development, management guarantee, and governance in accordance with the law, and to promote the work related to retired soldiers in this province to take the lead in the country. First, we must work hard to improve the quality of employment, implement the principles of proper resettlement, reasonable use, and best use of talents, and actively support the employment and entrepreneurship of retired soldiers, to achieve “three combinations” of prescribed actions and optional actions, of diploma education and skill training, and of care and assistance, thus making soldiers a profession respected by the whole society. Second, we must work hard to strengthen the construction of the team of retired soldiers, highlight ideological and political guidance, and educate and guide the majority of retired soldiers to stay true to their aspiration and keep in mind their mission; we must adhere to and develop the “Maple Bridge Experience” in the new era, to create “Maple Bridge service stations for retired soldiers in the new era” and thus to manage to settle conflicts, secure security and guarantee services. Third, we must work hard to consolidate the grassroots foundations, strive to improve the organizational management system and the service guarantee system on the basis of the “maximum one visit service procedure” reform, focus on promoting the “one issue” integrated service for veterans, and strive to improve the honor Incentive mechanism and to create a strong atmosphere of dual support.
