Zhejiang takes the lead in the standardization of the “Maximum One Visit Service Procedure” across the country

On April 12, the People’s Government of Zhejiang Province and the National Standardization Administration jointly held a joint conference on standardization in 2019 in Hangzhou. This is also the third joint meeting on standardization at the provincial and ministerial level held by the National Standardization Administration and the People’s Government of Zhejiang Province.

At the meeting, the head of the Standardization Technology Department of the State Administration for Market Regulation interpreted the national standards for the Guidelines for the Convenience Approval Service. On April 1 this year, the National Standards of the Guidelines for the Convenience Approval Service mainly drafted by the Zhejiang Provincial Administration for Market Regulation Bureau and based on the experience of the reform of the “Maximum One Visit Service Procedure”, was officially put into implementation across China. And focus is on the adoption of the achievements of parallel approval, multi-graph joint approval, regional assessment, “standard land”, and time-limited joint acceptance of the reform of the “Maximum One Visit Service Procedure” in Zhejiang, as well as on the adoption of the practices of data sharing measures, the construction mode of the government service system, and undifferentiated approval for all services in Zhejiang Province to form a standardization text that can be copied and promulgated. It is learned that this is also the first national standard for government service formulated mainly by Zhejiang Province.

During the more than two years since the signing of a cooperation memorandum between the State Standardization Administration and the People’s Government of Zhejiang Province, Zhejiang Province has been fully implementing the standardization strategy, accelerating the pilot comprehensive reform of the national standardization, and striving to create a “Zhejiang model” for innovative standardization reform. By the end of 2018, there were a total of 136,462 self-declared open standards formulated by 355,462 enterprises in Zhejiang Province, which cover 185,774 products, with three key indicators ranking first in the whole country for three consecutive years and the number of group standards opened ranking first in the provinces and regions in the whole country.
