On the morning of May 14, the Provincial Science and Technology Award Conference was held in the People’s Hall of Zhejiang Province. Secretary of CPC Zhejiang Provincial Committee and Director of the Standing Committee of the People’s Congress of Zhejiang Province attended the conference. In the warm applause, Che Jun and other provincial leaders presented awards to the first prize winners of the 2018 Provincial Science and Technology Award and the outstanding units in the assessment of the scientific and technological progress and talent work responsibility system of the city and county Party and government leaders in 2017. Wang Jian, the first prize winner of the Provincial Science and Technology Award and Chairman of the Technical Committee of Alibaba Group, made a speech.

At the meeting, Yuan Jiajun expressed warm congratulations to the units and individuals winning awards on behalf of CPC Zhejiang Provincial Committee and the People’s Government of Zhejiang Province and paid high tribute to the scientific and technological workers in this province. He pointed out that at present, Zhejiang Province is accelerating high quality development, and the demand for technological innovation is more urgent than ever. He also pointed out that the whole province should adhere to the guidance of Xi Jinping’s socialism with Chinese characteristics in a new era, carry out the important exposition of General Secretary Xi Jinping on scientific and technological innovation, seize the historical opportunity of a new round of scientific and technological revolution and industrial transformation, implement the new science and technology policies and talent policies accurately and efficiently, strengthens the support of high-tech platforms, high-tech and high-tech enterprises, accelerate the construction of “Internet +” science and technology highlands and life health science and technology highlands, and take the lead in building a strong province of innovation and a strong province of talents. To these ends, firstly, it is necessary to focus on building high-capacity innovation carriers, to optimize and empower a number of “high-grade, precision, advanced and special” innovative carriers by relying on Zhejiang University, Zhijiang Laboratory, Alibaba Institute, West Lake University, Sino-French Aviation University, Institute of Cancer and Basic Medicine of Chinese Academy of Sciences, Tsinghua Yangtze River Delta Research Institute, etc., and to comprehensively upgrade the capacity of the innovative blocks such as national independent innovation demonstration zones, national high-tech zones, science and technology corridors, and characteristic towns. Secondly, it is necessary to focus on the breakthroughs in the key core technologies, to make a list of the “bottleneck” technologies, to implement major science and technology projects, and to strive to obtain a number of landmark and breakthrough scientific research results as soon as possible. Thirdly, it is necessary to focus on cultivating innovative industrial clusters, to deepen the implementation of the “double increase” plan for science and technology enterprises, to enhance the effectiveness of the construction of industrial innovation service complexes, to accelerate the cultivation of a number of “unicorn” enterprises, leading enterprises of various industries and innovative leading enterprises, and to vigorously develop world-class advanced manufacturing clusters such as digital security, new energy vehicles, green petrochemicals, biomedicine, and integrated circuits. Fourthly, it is necessary to focus on strengthening the teams of innovative talents, to implement the action program for the high-level construction of a powerful province of talents in depth, to continue to promote the introduction of talents, training, use, evaluation system innovation, and to strive to make Zhejiang a place of talents yearning. All localities and departments should adhere to the principle of “first-in-command” taking charge of scientific and technological innovation, and build a high-quality innovation and entrepreneurship ecosystem of the coordination of ten aspects of “industry, academia, research, results-transformation, finance, talents, policies, intermediaries, environment and service”.

Before the meeting, Che Jun and other provincial leaders met the winning representatives and took a group photo with them. There are a total of 299 2018 Zhejiang Provincial Science and Technology Awards, including 28 first prizes, 95 second prizes and 176 third prizes. In the past three years, these awards have resulted in the direct economic benefits of 291.8 billion yuan and the indirect economic benefits of 357.8 billion yuan.
