"Zhejiang Internet Development Report 2018" released, "Internet +" achieving outstanding results

On May 27th, the “Zhejiang Internet Development Report 2018” jointly compiled by the Provincial Network Information Office, the Provincial Economic Information Office and the Provincial Communications Administration was officially released. The report describes the development of the province's information infrastructure construction, network information technology, digital economy "No. 1 project", government digital transformation, network content construction and management, network security support, Internet rule of law construction, World Internet Conference, etc.

The report shows that the province is leading the nation in the size of Internet users, Internet penetration, information technology innovation, government digital transformation, and network comprehensive management, becoming a strong Internet province in the new era with more and more steady steps.

Digital Zhejiang Leading the Country

The report shows that the size of Internet users and Internet penetration rate in our province are higher than the national average. By the end of 2018, the number of netizens in our province reached 45.537 million, an increase of 5.877 million over 2017. The Internet penetration rate was 79.2%, which was 19.6% higher than the national average.

Behind the data is the speeding up of the construction of information infrastructure in our province and the continuous improvement of network coverage and support capabilities. In 2018, the province took the lead in completing the construction of “a fiber network city” in the province. The number of households covered by fiber network ranked first in the country. The broadband users above 100M accounted for 71.9%. Steady progress has been made in the construction of 5G outfield technology trial networks in Hangzhou and Ningbo, gradually forming a broadband network infrastructure and service system covering both urban and rural areas with high speed, smooth operation, good quality and reasonable price, and convenient service.

The report shows that in 2018, the province's digital economy core industry achieved an added value of 554.77 billion yuan, contributing to the province's GDP by 17.5%, and the digital economy aggregate ranked fourth in the country. As the most active and concentrated form of digital economy, the province's e-commerce development is leading the country, with its accumulated online retail sales reaching 1,671.88 billion yuan, an increase of 25.4% over the previous year; residents' network consumption reaching 847.05 billion yuan, an increase of 25.0% over the previous year.

The comprehensive development index of electronic information manufacturing, and software and information technology service industry ranks the third in the country, and the number of global patents in the blockchain field also ranks the third in the country. The development index of information and industry integration continues to be in the forefront of the country... In the past year, the province has achieved new breakthroughs in information technology innovation, and the digital economy has become a new engine for high-quality development.

A good Internet development environment is a great "adsorption" to talents. According to the report, the number of listed Internet companies in Hangzhou accounts for 9.2% of the country's total. The net inflow rate of talents ranks first in the country, and it is the first destination for the outflow of digital economy talents from Beijing, Shanghai, Guangzhou and Shenzhen.

"Internet +" brings convenience to the people

In the past year, under the guidance of the “maximum one visit service” reform, the digital transformation of the government departments has achieved new results. By the end of 2018, the number of registered users of Zhejiang Government Service Network exceeded 20.21 million, and the total number of data access on the provincial public data platform reached 180 million, which is 14 times of the total in 2017.

The province has established the Big Data Development Administration to promote the construction of digital government and the continuous improvement of data resources. Focusing on the data sharing model, the province continuously collects and integrates the public data resources and improves the data resource system. It has accumulated a total of 11.4 billion items of data, and established a unified license library, population bank, legal person library and credit library. Basically, it has completed a data sharing system with unified management and control at the provincial and municipal levels, achieving connectivity with the national shared platform.

In 2018, except for the list of exceptions, the “maximum one visit service” reform achieved 100% coverage of government service items at the provincial, city and county levels, including 61 items jointly done by multiple departments, with unified service procedures in the whole province. With the mobile government service APP “Zheliban” going online, 290 applications of various types were launched, covering 168 approval service items at the provincial level, 452 at the level of cities with administrative districts, and 371 at the county (city, district) level. 63.64% of the issues concerning people's livelihood in the province could be done online with only one certificate, which has greatly reduced the odd proofs, circular proofs, and repeated proofs that have bothered the enterprises and the citizens.

At the same time, network information technology has been widely used in various fields such as housing, medical care, education, transportation, cultural travel, and old-age care, which has greatly increased the sense of gain and happiness of the citizens. For example, the "maximum one visit service" reform has covered the second-hand housing transaction registration process, and the transference of water, electricity and gas registration takes an average of 2 working days to complete, with a number of cities taking only 60 minutes to complete. With the promotion of “Internet + Medical Health” service, the average time for the on-site queuing at the hospitals in the province was reduced from 8.21 minutes before the reform to 3.81 minutes, and the outpatient intelligent settlement rate increased from 56.07% to 79.08%.

Cyberspace: from restriction to governance

When the network has become part of the public work and life, cyberspace governance has become the focus and difficulty in the national governance system. According to a leader from the provincial network and information office, in recent years, focusing on improving the governance capacity, improving the governance system, and building a clear network space, the province has completed the profound transformation from "restriction" to "governance." In 2018, the province launched the pilot project for the construction of Wenzhou network comprehensive management system, and a comprehensive governance pattern was initially formed with multi-subject participation and multi-method integration, providing useful experience and demonstration samples for the comprehensive management in the whole province and even the whole country. We also carried out the construction of a disciplinary mechanism in the field of e-commerce, organized special campaigns such as “Clear Cyberspace” and “Clean Cyberspace 2018”, and took comprehensive actions in governing Internet data centers, cloud platforms, online games, online audio-visual platforms, APP application stores and online self-media. By continuously strengthening the network law enforcement, we spared no efforts in network governance.

At the same time, our province has accelerated the establishment of a network security platform, strengthened our capabilities, effectively blocked all kinds of network attacks, and improved the network security emergency response system. According to the report, as of the end of 2018, there were more than 500 network security enterprises in the province, and the industrial scale exceeded 100 billion yuan (including security industry), ranking first in the country.
