The reporter learned today from the Reform Office of CPC Zhejiang Provincial Committee that a new batch of 34 individual “one thing” and 19 corporate “one thing” in order to promote the “maximum one visit service procedure” in the whole service process of “one thing” for the masses and enterprises.

According to the “Regulations for Guaranteeing the ‘Maximum One Visit Service Procedure’ in Zhejiang Province”, “one thing” refers to a matter of doing things or a number of related matters whose applications can be submitted at one time. Achieving the “maximum one visit service procedure” in the whole service process of dealing with “one thing” for the masses and enterprises is an important reform task determined by CPC Zhejiang Provincial Committee and the People’s Government of Zhejiang Province this year, and it is also an important measure for the “maximum one visit service procedure”reform to lay a solid foundation and improve quality and efficiency. It is learned that the 34 “one thing” for citizens covers 10 aspects such as birth, schooling, employment, services for special groups, unemployment, marriage and childbirth, housing purchase, medical treatment, retirement and old age, such as “newborn” and “enterance” employment and entrepreneurship of individual laborers, “marriage, birth and household registration”, “application of public rental housing”, “vehicle licensing”, “retirement”, “one thing after death” and so on. The 19 “one thing” for enterprises runs through the whole life cycle of the companies from registration, water and electricity network report to innovation, R&D, production and operation, and liquidation and cancellation, including “enterprise start-up”, “enterprise real estate registration” and “employee recruitment”, “pre-tax deduction of enterprise R&D expenses”, “simple cancellation”, etc.

In the process of sorting out, the Reform Office of CPC Zhejiang Provincial Committee relies on the principle that “the first handling unit is the leading unit, or the unit with the most items involved and the most procedures is the leading unit”, to fully rely on the professional advantages of the business supervisory authorities, to solve the difficult problem in the process of promoting “one thing”, and to ensure that the “one thing” sorted out is operational and implementable.

According to the report, “one thing” is an open system. It is necessary to solve the troubles of masses and enterprises as a starting point, to implement the coordinated service for “one thing” for the masses and enterprises. With the “enactment, revision, abolition and interpretation” of laws and regulations and the acceleration of the government’s digital transformation, many new “one thing” will be produced and the “one thing” catalogue will also be continuously updated, continuing to amplify the spillover effects of reform and allowing more people and companies to share the fruits of reform.

It is learned that in the following stage, all the departments will sort out the “one thing” according to the actual needs of the service, to achieve the “optimal granularity” and to form a unified service guide for the province. At the same time, cities and counties are encouraged to further optimize and upgrade in light of local institutional settings and data sharing, to strive for fewer materials, shorter time, and better processes, and promote the iterative upgrading of the “one thing” service.

The relevant person in charge of the Reform Office of CPC Zhejiang Provincial Committee said that the implementation of “one thing” will be an important part of the supervision and evaluation of the “maximum one visit service procedure” in provincial-level units, cities and counties this year, to carry out the evaluation of the implementation rate and the satisfaction rate .
