The fourth meeting of the Commission for Deepening Reform Comprehensively of the Provincial Party Committee was held in Hangzhou on the afternoon of June 28. Secretary of the Provincial Party Committee and Director of the Commission for Deepening Reform Comprehensively of the Provincial Party Committee, Che Jun presided over this meeting and delivered a speech. This speech emphasized the need to thoroughly study and put into practice the spirit of the important speech delivered by CPC General Secretary Xi Jinping at the eighth session of the Central Commission for Deepening Reform Comprehensively and the need to adhere to the problem-oriented and effect-oriented approaches in the overall planning and the precise implementation of policies, in order to take effective and substantial measures in dealing with the difficulties and pushing forward with the reform of the “Maximum One Visit Service Procedure” and thus in order to promote reform to better serve the overall situation of economic and social development.
Yuan Jiajun, Zheng Shanjie and other members of the Commission for Deepening Reform Comprehensively of the Provincial Party Committee attended this meeting. And the relevant provincial leaders and those in charge of the relevant provincial departments sat in on this meeting.
The meeting listened to the reports on the promotion of the “10+N” Action for the optimization of business environment in the province and on the creation of the pilot zones for the healthy growth of the non-public sector of the economy and the success of those working in this sector in Wenzhou in a new era. This meeting also reviewed and passed in principle the overall plan for the comprehensive reform and innovation pilot zone in the practice of the conception of “Two Mountains” in (Anji) county Zhejiang in a new era, the implementation plan for the institutional reform of the enterprises affiliated to the provincial higher education institutions, the measures to further promote the reform and innovation of the China (Zhejiang) Free Trade Pilot Zone, the opinions on the implementation of strengthening constraints on the asset-liability of the provincial state-owned enterprises, and the opinions on the promotion of the reform of the payment method for the basic medical insurance in the county-level medical communities across the province.
According to Che Jun, the current reform and development in this province is undergoing profound changes, leading to many new situations and new problems in reform. So it is necessary for all localities and departments to do their utmost to make breakthroughs in reform and to earnestly achieve “three focuses”. First, we must focus on the reform which is crucial for the overall economic development and on the resolution of the prominent problems in high-quality development. Specifically, we must further formulate and promulgate reform strategies for serving the national strategic deployment, for responding to the risks and challenges, and for stimulating the vitality of the market entities, we must actively participate in and serve the national strategies of the “Belt and Road” Initiative and the integration of the Yangtze River Delta, we must make policies in advance for the transformation and upgrading of foreign trade and the breakthroughs in the “bottle-neck” techniques, and we must deepen the reform of state-owned assets and state-owned enterprises, improve the policies and mechanisms for the development of the private economy, and strive to create a province where the business environment is the most preferential. Second, we must focus on reforms involving major institutional innovations and on the stepped-up efforts to strengthen areas of weakness in the governance system and the governance capacity. To be specific, we must give full play to the advantages of the prosperous digital economy in this province, make greater efforts to promote the “Internet + reforms to streamline administration, delegate powers, improve regulation, and strengthen services”, speed up the government’s digital transformation, and strive to create a “province of mobile services” and a “province of mobile office”. At the same time, we must vigorously implement a number of landmark projects of urban brain, electronic invoices, non-inductive payment, and electronic ID cards to promote the digital transformation of governance in various fields. Third, we must focus on reforms that enhance the sense of fulfillment of the masses and on the resolution of the problems which the masses are most concerned about. In response to the difficulties in the face of the masses when they get services, we must speed up the iterative escalation of service matters and the re-engineering of service procedures, to promote the substitution of personal visits with online services. We must pin down on the matters that impress people obviously, to promulgate the reform of the “Maximum One Visit Service Procedure” to public places with dense population mobility like East Hangzhou Railway Station. We must closely follow the subjects of common concern in the field of people’s livelihood, to make full use of the conceptions and methods of the “Maximum One Visit Service Procedure” to conscientiously solve the problems of common concern including garbage classification and the installation of elevators for old residential zones.
Che Jun stressed that all localities and departments should take as an opportunity the inspection and supervision of the Central Office of the Leading Group of Deepening Reform Comprehensively in this province, to step up efforts to further improve areas of advantage and strengthen areas of weakness and thus to considerably promote the whole process of reforms in the province. To this end, we must focus on the starting point of the reforms by reforming the top-level design to earnestly identify the problems and take corresponding measures, to allow each reform measure to solve specific problems, and meanwhile we must focus on the finishing point by strengthening the evaluation of the effectiveness, to attach importance not only to the implementation of each reform but also to the integrated effects of the relevant systems from the overall strategic perspective to promote rectification through supervision and promote efficiency through rectification. At present, guided by the education of “staying true to the original aspiration and keeping the mission in mind”, the Reform Office of the Provincial Party Committee and the special teams for reform must carry out the “three services” activities in depth, to earnestly make special investigations and accelerate the transformation of the reform blueprint into reality.
