On the morning of July 26, the Provincial Government held a provincial video conference on the work safety. Governor Yuan Jiajun emphasized the implementation of the spirit of the national video conference on the work safety. He pointed out that in the second half of this year, we will celebrate the 70th anniversary of the founding of the People’s Republic of China, so work safety should never be ignored. All localities and departments should thoroughly implement the important instructions of General Secretary Xi Jinping on work safety, to take “preventing risks, guaranteeing security, and welcoming the great celebration” as the main line and to act in accordance with “work safety must be given top priority in the management of business, industry and operation”, so as to strictly implement the work safety responsibility system and the main responsibility of the enterprise, so as to pay more attention to scientific forecasting, precise early warning, and precise prevention, so as to do a good job in every aspect on work safety in a more detailed way, so as to better safeguard the security of people’s lives and property, and so as to celebrate the 70th anniversary of the founding of the People’s Republic of China with the outstanding achievements of secure development. Yuan Jiajun pointed out that all localities and departments should closely follow the theme education on “staying true to our original aspiration and firmly keep in mind our mission”, to take work safety as an important mission, to take the three-year action for the comprehensive management of work safety as the general major measure, to aim at the annual target, to try every means to implement various tasks, and to make every effort to promote the sustainable and substantial improvement of the work safety in this province. To this end, firstly we must take precautions against serious accidents, to carry out in depth the “six major challenges” including road traffic, firefighting, fishing vessels, hazardous chemicals, dangerous old houses, and urban security, to enforce the “three rectifications” of special equipment, tourism safety, and school safety, and to make a list of, strengthen inspections over, and strictly rectify key units, key parts, and major hazards. Secondly, we must give top priority to the construction of a list-like governance system for risk prevention and control, attach equal importance to prevention through material resources, technological devices and human resources, focus on finding the root causes of the security concerns, work hard on the identification, management, monitoring and early warning of risks. Thirdly, we must take the strengthening of the construction of emergency rescue capacity as an important support, to focus on key elements, to secure key procedures, to enhance key capabilities, to strengthen equipment investment and emergency response drills, to establish a digital smart supervision platform, so as to achieve efficient coordination, scientific rescue, and rapid response, so as to improve the level of disaster prevention and mitigation in an all-round way, and so as to minimize casualties and property losses. Fourthly, we must take as the current urgent need the response to high-temperature, the prevention of floods, the prevention of typhoons, and the work safety, to strengthen the emergency response to and prevention of heavy rains, typhoons and floods, and to strengthen the management and control of inflammable materials, explosives and hazardous materials, vehicles, places and enterprises to secure safety during the scorching weather.

Yuan Jiajun emphasized that formalism and bureaucracy are the biggest security risks. It is necessary to put the responsibility for work safety on the shoulders, to comprehensively implement the “Detailed Rules for the Implementation of the Work Safety Responsibility System for the Local Party and Government Leaders in Zhejiang Province”, and to focus on rectifying formalism like “redundant written materials and repeated meetings” and “replacing management with punishment”, so as to further enhance the initiative to implement work safety responsibilities, the scientific nature of measures for work safety, and the seriousness of the supervision and law enforcement of work safety, and thus so as to build a solid line of defense for work safety.
