On the evening of the 12th August, the Provincial Party Committee and the Provincial Government held a video conference on the work of rescue and disaster relief and post-disaster reconstruction after No. 9 Typhoon “Lekima” to convey the spirit of the meeting of the Standing Committee of the Provincial Party Committee, and further carry out disaster relief and post-disaster reconstruction. Yuan Jiajun, Deputy Secretary of the Provincial Party Committee and Governor, stressed that all local governments and departments should conscientiously follow the spirit of the meeting of the Provincial Standing Committee, vigorously promote the spirit of Zhejiang, and spare no efforts to do a good job of disaster relief and post-disaster recovery and reconstruction, so as to celebrate the 70th anniversary of the founding of New China with the satisfaction of the affected people. Yuan Jiajun pointed out that the most urgent thing for us to do at present is the rescue and disaster relief. First, we must spare no efforts to search and rescue the missing people, and to help the affected people. Second, we must fully restore the water-damaged roads and facilities of power grids, communications, water conservancy, and urban drainage. Third, we must do a good job in disease prevention and sterilization in flood-stricken areas. Fourth, we must do our utmost to prevent secondary disasters, and carefully watch the safety of mountains, seawalls, river embankments, residential houses, primary and secondary school buildings, and hospitals, etc., and focus on prevention of mountain floods, mudslides, landslides and other disasters caused by heavy rainfall.
Yuan Jiajun demanded that, in combination with the educational activities and service activities, and with a sense of urgency, we should fully launch the work of post-disaster recovery and reconstruction and complete the work of the disaster verification and investigation in key areas by the end of August. The environmental remediation of the affected areas should be basically completed, and the urban and rural areas be basically restored by the end of September. First, we must waste no time in restoring the order of life and do a good job in the resettlement of the affected people, the market supply of necessities, and the restoration of urban and rural areas. Second, we must promptly resume production order, organize the people to carry out production for self-rescue, timely restore farmland infrastructure, actively solve the difficulties faced by enterprises in restoring production, and strengthen the safety management of key projects under construction. Third, we must strengthen the financial fund service, and urge the insurance institutions to have quick response for claims by implementing the requirements for "maximum one visit service procedure".
Yuan Jiajun emphasized that it is of vital importance to sum up our experience in flood prevention. All departments must always keep in mind the general instructions of General Secretary Xi Jinping on the prevention of flood and typhoon, place the safety of people's lives and property in the first place, and adhere to the goal-oriented, problem-oriented, and results-oriented principles. Focusing on prevention, we must effectively correct the wrong ideas in flood prevention, especially the negative ideas that “disasters are force majeure, and casualties are unavoidable”, that “we have fulfilled our duty once we are on the post,” and that “once the typhoon is gone, there will be no risks.” To improve our ability for scientific prevention, we must conscientiously sum up the good experiences in fighting against the typhoon, and find gaps in risk detection, personnel transfer, information flow, flood control, and emergency response, etc., so as to effectively enhance the people’s sense of security.
