This is a 24-hour “Mobile Police Station” designed for people in Zhejiang, which provide services concerning high-frequency matters such as household registration, entry and exit, vehicle management, supervision, and network security, and which allows for “one license (ID Card) for all services” including 144 government services of five categories related to public security. Among these services, 73 items can be provided with “no visit”, in that people can complete the whole process of services through mobile phones or computers, and 71 items only call for “one visit”, in that people can complete the application on the mobile phone or computer before personal visit for the on-site verification and confirmation.

As is known to all, the public security organs need to deal with a great number of high-frequency livelihood issues, with a large number of cases, and with a wide range of people, since issues associated with household registration, ID cards, residence permits, driver’s licenses, passports, etc., are closely related to the daily lives of ordinary people. In order to allow these “minor issues” concerned about by the general public to be dealt with via “one license” and “mobile office”, Zhejiang Provincial Public Security Department relies on Mobile Office in Zhejiang to create a 24-hour online “public security zone”, by adopting the four practices: minimizing the materials essential for services, minimizing the time necessary for the completion of the services, minimizing the number of visits, and optimizing the experience of obtaining services.

Data sharing to minimize the materials essential for services

In response to problems related to redundant materials and certificates for services and others reflected by the public, Zhejiang Province has been sorting and comparing one item after another, streamlining one material after another, and cleaning up one certificate after another, based on the standard of the “Leader”. It is clarified in the course of sorting the materials that all materials that can be obtained through data sharing by government departments need no longer to be provided by people themselves, and that any proof that should be cleaned up without legal and regulatory basis will be canceled. In contrast, now, they can submit their applications online at “Mobile Services in Zhejiang”, timely transmit the data online after the physical examination in the hospital, make online payment, and enjoy express delivery. To do this, only 20 seconds are needed to click only one button. This reform can benefit more than 2.6 million people every year.

Optimizing the process to minimize the number of visits

In response to the problems of people making a couple visits and visiting a few departments in the past, we are actively reforming and innovating, and comprehensively sorting out the business process of each issue, in order to streamline the unnecessary procedures, in order to merge the procedures that can are integrated, and in order to reduce the number of visits through data sharing on the basis of the design of the data sharing. Afterwards, this citizen wrote a letter of thanks to Secretary Che Jun, thanking Zhejiang for the reform of “maximum one visit service procedure”, and praising the Zhejiang public security.

Intelligent service and package service optimize the experience of obtaining services

In response to the problems making people unsatisfied in the past, such as uploading redundant materials online, filling in superfluous forms, and the specialized services, Zhejiang Provincial Public Security Department relies on Zhejiang Provincial Big Data Bureau and the technical backup of the Ali team to optimize the service experience at “Mobile Services in Zhejiang”, by opening up an online public security window for all 144 livelihood issues. Meanwhile, this department also draws on the big data, artificial intelligence and other technologies to innovate the steps including “intelligent associated services, organized package services, and services default of materials through face identification”, according to the individual needs of the people.

For example, the “intelligent associated services” has solved the problem of repeated entry and entry at different websites of people’s information, realizing the automatic acquisition of form information and the intelligent recommendation of related items. The online services for 144 livelihood matters have reduced the number of data inputs for the people by 1072 items, and enables “no input” of data for 22 items. The “organized package services” draws on the concept of the Taobao shopping cart to change the traditional “one-on-one application” model. For example, when people apply for re-signing of visas for travel to Hong Kong, Macao and Taiwan, they can select these three places at one time, apply for these three types of signing at one time, and complete the combined screening of materials required for each item at one time. The “services default of materials through face identification” relies on the technique of “Internet + Trusted Identity Authentication Platform” created by the Ministry of Public Security to make a pilot launch in our province. Through the safe, effective and convenient means of authentication, this technique can solve the problem through face identification even if people fail to bring their ID cards with them. Since the beginning of this year, the provincial platform has provided 6.924 million certification services to various systems including “Mobile Services in Zhejiang”, with the monthly average number of applications increasing by 79.85%. By the end of this year, this platform can provide the service of online face identification for the windows in the local administrative service centers and units, and for other services and life scenarios, and provide real-name authentication for individual users of Zhejiang Government Service Network. At the same time, the pilot “network certificate” application is explored in Hangzhou, allowing people to apply for a “network certificate” at 71 certification outlets in Hangzhou only with an ID card, with the number of applications reaching 63,000 times, allowing for the reading of information and the identity recognition at the vehicle management office, the service hall for entry and exit, the the service outlets of the police stations across the whole city, and allowing for the “scanning for services” for 126 livelihood matters related to the public security. In order to enhance the “mobile service” experience, it has been decided that no fees are charged for the household registration materials. This measure can benefit 1.5 million people each year and save about 7.5 million yuan.
