With only one QR code, people in Zhejiang can go through all the process of medical treatment. On December 23, the reporter learned from the Provincial Health Commission that since the “Health Insurance Card” (HI Card) was launched in July this year, the number of people who received the card has exceeded 1 million and the cards have been used 440,000 times.
HI Card is a QR code that integrates multiple functions of medical treatment. How does it bring convenience to the citizens? In Zhejiang Provincial People's Hospital (ZPPH), the card has been steadily promoted for more than four months. All the self-service machines in the hospital have a special menu for "HI Card" service. The patients who bind the card can complete registration and payment simply by scanning the code without showing his clinical card or the medical insurance card.
"The traditional procedures for medical treatment, such as number taking, medical examination payment, appointment, and medicine payment, have been transferred from offline to online. Some individual examinations can be directly booked in the clinic, reducing the number of visits for patients, and alleviating the crowdedness of outpatients," said Wang Xianrong, Director of the Outpatient Emergency Department of ZPPH. By using the HI Card, at least five in-hospital routine procedures can be reduced for a patient, including queuing on two occasions, and nearly 20 minutes can be saved on average for a single outpatient service. According to the estimation of the Provincial Health Commission, judging by the outpatient number of hospitals above the second level in the whole province, after the complete promotion of the "HI Card" APP, it can save nearly 3 million days for patients.
The use of HI Card breaks the data barrier between hospitals and improves the efficiency of medical treatment. In the clinic, Chen Xi, Director of General Practice of ZPPH, scanned the QR code of a first-visit patient, and the patient's detailed medical records were shown on his computer. "After the information is interconnected, the examination results of other medical institutions can be used as an important reference for diagnosis, which can effectively avoid over treatment and reduce the burden of patients."
At present, through the promotion of HI Card APP in the doctor’s workstations of various hospitals, Zhejiang has achieved intelligent reminding and report image retrieval for the same type of examinations in the whole province, and provide real-time report and image query services to the people through applications such as Zheliban Mobile Office platform. According to statistics, in the past month, the provincial examination information sharing platform has offered intelligent reminders to doctors for more than 120,000 cases of same-type examinations, which has improved the efficiency of medical services and medical insurance funds.
This year, the card will cover nearly 400 hospitals at provincial, municipal and county levels. In 2020, it will cover all hospitals at or above the county level, and at the same time gradually extend to grass-roots medical institutions and designated pharmacies. An official from the Provincial Health Commission told the reporter that for the next step, Zhejiang will improve the sharing platforms for examination results at all levels, continue to link with county and district hospitals and grass-roots medical institutions and improve the data quality of platforms at all levels, so as to achieve cross regional access to shared examination results in medical institutions at all levels.
