On the morning of the 13th, Governor Zheng Shanjie presided over the 53rd executive meeting of the provincial government to review documents including "Action Plan for Zhejiang Digital Empowerment to Promote New Business Model Development", "Opinions on Implementing the Three-Year Action Plan for Consolidating and Upgrading the Village-Level Collective Economy" " Opinions on Implementing Zhejiang Province Beautiful Rural Integration Reform in the New Era", and "Zhejiang Province Emergency Measures for Public Health Incidents".

The meeting pointed out that the formulation of "Action Plan for Zhejiang Digital Empowerment to Promote New Business Model Development" is an important measure to implement the spirit of General Secretary Jinping's important speech and the "No. 1 Project" of the digital economy. We must adhere to industrial digitization and digital industrialization, strengthen infrastructure construction with 5G networks as the focus, and accelerate the process of industrial digitization and the formation of digital industrialization with breakthroughs in key core technologies. We must create the best industrial ecological circle and the best ecological environment for innovation and entrepreneurship in the whole society, and lead the high-quality development of the digital economy. We must vigorously develop new services in digital life, build a number of digital life service centers in conjunction with future communities, cultivate a number of platform enterprises, and promote multi-scenario digital transformation. We must continuously improve digital governance, strengthen policy supply, create the best services, establish an inclusive and prudent new format and new model of supervision methods, and create a good atmosphere that tolerates failure and allows trial and error. We must advance with the times to optimize the promotion mechanism, formulate phased goals, refine tasks and measures, clarify the time limit of the process, and regularly review and evaluate, so as to upgrade and accelerate the healthy development of new business forms and new models.

The meeting pointed out that the implementation of the three-year action plan for the consolidation and improvement of the village-level collective economy is an important starting point for faithfully implementing the "double-eight strategy", creating an "important window", and solving the problem of uneven development. We must further innovate the channels for farmers to increase income, and organically combine the "prescribed actions" with the "optional actions" according to the local reality to promote the sustainable development of the village collective economy. We must further revitalize the elements of rural resources, first pilot before promoting to other places, steadily and orderly promote the rural system integration reform, and properly handle the relationship between people and land. We must pay attention to key areas and key links, accelerate the market-oriented allocation of factors, improve rural governance, and allow farmers to fully share more reform dividends. The meeting emphasized that we must thoroughly understand the spirit of the Central Government, highlight our pioneering nature, forward-looking orientation, and systematic planning in accordance with Zhejiang’s reality, and accelerate the construction of a public health emergency response system that combines everyday prevention with emergency measures, so as to effectively improve the ability of responding to major public health incidents. We must take monitoring and early warning as the first pass for public health emergencies, implement the measures of "early detection, early reporting, early isolation, and early treatment", and proactively deal with signs of epidemics in a timely manner. We must continuously improve emergency response capabilities and sophisticated intelligent control mechanisms to ensure that response measures must be accurate, control units must be small, and transitions from daily prevention to emergency must be quick. We must do a good job in "training + drilling" and promote actual combat drills, so as to verify the effectiveness of the emergency system.
