On November 19th, Governor Zheng Shanjie presided over a meeting of the provincial government Party group to earnestly study and implement General Secretary Xi Jinping’s important speeches at the meeting on comprehensively promoting the development of the Yangtze River Economic Belt and at the celebration of the 30th Anniversary of Pudong Development and Opening-up, and the keynote speech at the opening ceremony of the Third China International Import Expo, and to learn and implement the spirit of the Eighth Plenary Session of the 14th Provincial Party Committee.

Zheng Zhaijie emphasized that we must deeply study and comprehend the great political, historical, and practical significance of General Secretary Xi Jinping’s recent series of important speeches, raise our political stance, and grasp the essence of their connotations, so as to further strengthen our awareness and confidence, and maintain the leadership of the Party and the core position of General Secretary Xi Jinping. We must adhere to the notion of systems and use systematic methods to continuously enhance our ability to implement new development concepts and explore effective paths to build a new development pattern. We must resolutely carry out the instructions of General Secretary Xi Jinping and the decisions of the Central Government, and see to it that Xi Jinping thoughts on socialism with Chinese characteristics for the new era and the decisions of the Central Government are carried through to the end in our province, and that the spirit of General Secretary Xi Jinping’s important speeches and instructions is consistently carried out in our province.

Zheng Shanjie called on the provincial government departments to combine the study and implementation of the spirit of the Provincial Party Committee Plenary Session with that of the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party and the spirit of General Secretary Xi Jinping's series of important speeches, and accurately grasp the special background of this plenary session, the main theme of implementing the "double-eight strategy" and turning Zhejiang into an "important window", the construction of a new development pattern as the top priority of Zhejiang to implement the national strategies in the new era, the high-quality development of Zhejiang in the new era, the goal of becoming a pioneer province in socialist modernization, and the historical mission and key tasks of Zhejiang in the new development stage. With the report and suggestions at the plenary meeting as our benchmark, we must plan, formulate, optimize and upgrade the key task list of the provincial government from the overall perspective with proper division of responsibilities, and strive for systematic breakthrough achievement in creating an "important window", so as to make more contributions to the overall situation of the country.

Zheng Shanjie urged the provincial government departments to strengthen practice and responsibility and implement the spirit of the plenary meeting. First, we must further set an example in "two maintenances" and fully implement the decisions of the Party Central Committee, the State Council, and the Provincial Party Committee. Second, we must further set an example in deep and thorough learning, enhance our understanding systematically and comprehensively, improve our ability to seize opportunities and seek development in complex situations, and promote pragmatic work through solid learning. Third, we must further set an example in implementation, adhere to "high standards and normalization", carry forward the spirit of hitting nails, and move forward step by step. We must concentrate on overcoming difficulties and make every effort to bring a successful end to this year’s work. We must make a solid plan for next year's work, sort out the highlights of reform that are in the forefront of the country, and the start points of the work that are in a leading position, so as to make an early start. We must prepare a high-quality outline for the "14th Five-Year Plan", and do a good job in the coordination between special plans and outlines and within special plans. Fourth, we must further set an example in innovating methods. We must adhere to systematic thinking, and strengthen the mechanism of special operation, list management, closed-loop operation, and competition for excellence. We must establish a task responsibility list and improve the supervision mechanism, so as to ensure the completion of every single task.
