Provincial leaders on inspection tour for promotion of service activities to make a good start in building a well-off society

In the new year, what should Zhejiang do to have a good beginning in building a moderately prosperous society at a high level and completing the 13th Five Year Plan? Recently, Che Jun, Yuan Jiajun, Ge Huijun, Zheng Shanjie and other provincial leaders led teams to all parts of the province, to visit the villages, workshops and government service windows for investigation and promotion of in-depth service activities so as to have a good beginning in the new year, and to solve problems for enterprises and citizens.

Che Jun, Secretary of the Provincial Committee, Yuan Jiajun, Governor of the province, Ge Huijun, Chairman of the CPPCC Provincial Committee, and Zheng Shanjie, Deputy Secretary of the Provincial Committee, went to Huzhou, Zhejiang Communications Group, Shaoxing, Jinhua and Ningbo respectively to carry out in-depth service activities. Other provincial leaders from the Provincial Party Committee, the Standing Committee of the Provincial People's Congress, the Provincial Government and the CPPCC Provincial Committee also went to other places of the province.

The leaders pointed out that the service activities had become a key measure to promote high-quality development and modernization of provincial governance since they were launched one year ago, and had won widespread praise from enterprises and the citizens. This year marks our province's high-level completion of building a moderately prosperous society in an all aspects and the end of the 13th Five Year Plan. It is not only a year for decisive victory, but also for overcoming difficulties, and for laying the foundation for modernization. Facing the unprecedented changes in the world, the complex challenges at home and abroad, and the heavy tasks of reform and development of the whole province, all departments should carry on the service activities with more efforts and higher standards without any letup or relaxation. Aiming at more practical, detailed and precise tasks, we should go into factory workshops, rural areas, islands and grassroots stations to find out the key factors that affect the business development and the people's sense of happiness and security, grasp the prominent shortcomings in the grassroots economic and social development, and serve where there are more difficulties and problems, so as to provide timely service to those needy enterprises, citizens and grassroots. We should work hard on the tough tasks, and carry forward the spirit of struggle with enhanced ability and improved mechanism. We should use new methods to solve old problems and delicate methods to solve big problems. For the prominent problems found in the service activities, we should dare to show our swords to break them and focus our efforts on the quality of service instead of the number of problems, the effectiveness of service instead of the rate of completion, so that the enterprises and the people may have more sense of gain.

The provincial leaders stressed that the service activities are a test for the Party members and officials of their work style and ability, and that service never has an end. The service quality of various departments is not judged by how many unities have been visited or how many items have been transferred but by how many problems have been solved. Leaders at all levels should work hard with persistence and tenacity to change or improve their work style and provide considerate service, so that the results of the activities can be deeply felt by the people. We should adopt the problem-based approach to stabilize enterprises, increase impetus, make up for weaknesses and ensure safety. We should provide services where they are most needed, and formulate a comprehensive list of problems and responsibilities, with our focus on key problems, high-frequency problems and difficult problems. We should be effect orientated, improve our investigation and research in service activities, and turn passive service into active, single service into integrative, short-term service into long-term, to make sure that services are available to enterprises, citizens and grass-roots departments whenever they need them. We should aim at the long-term effects, establish a round-the-clock service system that covers all aspects and processes, set up and improve a comprehensive service platform to form a complete and efficient work loop, and make service normalized, accurate, systemized, standardized and intelligent.
