On February 24, Zhejiang Provincial Government held a video conference in Hangzhou to promote the prevention and control of the novel coronavirus pneumonia and the economic and social development. Che Jun, Secretary of the Provincial Party Committee, stressed that all departments should conscientiously implement the spirit of the important speech of General Secretary Xi Jinping on epidemic prevention and economic and social development, and make greater efforts to win both battles with tough hands and hand in a high-score answer sheet.
The meeting was presided over by Yuan Jiajun. Ge Huijun, Zheng Shanjie, members of the Standing Committee of the Provincial Party Committee, secretary of the Party Group of the Standing Committee of the Provincial People's Congress, deputy governors, president of the Provincial Court, and attorney general of the Provincial Procuratorate were present at the meeting. A branch venue of the video conference was set in each city and county (city, district) of the province.
Prior to the meeting, Chejun chaired a meeting of the Standing Committee of the Provincial Party Committee to convey the spirit of the important speech of General Secretary Xi Jinping at the meeting of the Central Political Bureau on promotion of epidemic prevention and economic development, and his important instruction on caring about the medical workers who were participating in control of the novel coronavirus pneumonia. The meeting also discussed the work of epidemic prevention and resume of production in the province, as well as support for the fight against the epidemic in Hubei Province.
At the meeting Che Jun pointed out that General Secretary Xi Jinping’s important speech is a declaration for the coming victory of epidemic prevention, a rally call for orderly resumption of production and smooth economic and social development, and a command for a decisive victory in building a well-off society in all aspects, a decisive victory in fighting against poverty and bringing the 13th 5-year plan to a satisfactory close. It has further emphasized the CPC’s leadership in epidemic prevention and economic development, and showed us the right direction in winning the battles against the novel coronavirus pneumonia. Zhejiang should comprehensively study and comprehend the spirit of General Secretary Xi Jinping's important speech, accurately compare with our own situations and conditions, and resolutely unify our thoughts and actions accordingly.
Che Jun pointed out that, recently, the whole province has conscientiously carried out the decisions of the Party Central Committee with comrade Xi Jinping as the core, and through efffective measures in prevention and control, has won important periodic victory in fighting against the novel coronavirus and resumption of production. Meanwhile, we should be awakened to the truth that we are now still in a tough period in epidemic prevention, and we should not rest at ease before the final victory, that we have not yet recovered the normal capacity of production, despite of the high rate of production resumption, that the impact of the epidemic on economic sphere is still evident, and there also developed some “secondary risks” in the social sphere. We must not only strengthen our confidence, but also always remain sober and alert, and respond quickly both mentally and physically, so as to do a good job in epidemic prevention and control and economic and social development.
Che Jun emphasized that we must adhere to problem orientation, strengthen precise policy, and promote the prevention and control of the epidemic as well as the economic and social development. All cities and counties shall conscientiously implement the requirements for precise control of epidemic by rating, and restore the economic and social development as soon as possible according to the epidemic map, so as to ensure both epidemic prevention and production restoration. We should focus on the following ten aspects of work:
First, we should conscientiously study and promote precise prevention and control of epidemic, and improve Health Code application. We should give full play to the role of villages, communities, and enterprises, attach great importance to epidemic prevention after the resumption of production, and further strengthen the people's awareness of risk prevention. We should promote enterprises, villages, communities and individuals to take their own responsibilities, and encourage people to stay indoors, avoid gathering, wash their hands frequently and wear masks.
Second, we should seriously study how to coordinate the treatment work in and out of the province, and promote more scientific treatment of patients. We should focus on the treatment of patients with critical syndromes in the province, give full support to Hubei in their fight against the epidemic, and provide better service to the medical staff working at the front.
Third, we should study the key problems in resumption of production, and promote smooth operation of logistics. We should further open more green passages for transportation, break the bottleneck of combined transport, and make more efforts to facilitate logistics.
Fourth, we should study how to overcome the difficulties in enterprise employment and return of employees. We should give full play to the role of the enterprises, and mobilize the enthusiasm of the employees to achieve normal restoration of production. Government departments should set up employment service platforms and broaden employment channels, and propose more targeted recruitment policies to gradually meet the needs of enterprises.
Fifth, we should study how to solve the problem of imbalance in enterprise resumption of production to restore production capacity. We should extend our focus to small and micro enterprise parks, office buildings, shopping malls, restaurants and hotels, and other people-intensive places, to farmers, growers, and other groups in need of help, to ensure full coverage of service in resumption of work.
Sixth, we should earnestly study "how to implement a combination of policies to help enterprises" to promote policy implementation. All local departments must work hard to dig out the "gold" in the policies of the Central Government, the Provincial Party Committee and the Provincial Government, and launch operable details as soon as possible according to their own actual conditions so as to form overlay effects and cumulative dividends of policies.
Seventh, we should seriously study "how to effectively prevent various types of conflicts caused by the epidemic" to promote more proactive social governance. We should give full play to the advantages of a peaceful Zhejiang and a legal Zhejiang, develop the "Fengqiao experience" in the new era, and advance the reform of "maximum one visit service procedure”, so as to prevent all kinds of conflicts and resolve them in the early stage.
Eighth, we should earnestly study "how to turn crisis into opportunity" to promote high-quality development. We should focus on the construction of major projects, plan and start a number of large projects as a leading role. We should take full advantages of digital economy, life health, and intelligent manufacturing, and form industrial clusters with more core competitiveness and influence. We should promote consumption recovery and potential release, and vigorously create a better consumption environment.
Ninth, we should seriously study "how to actively strengthen cooperation with various parties" to promote a firm pace of opening up. We should unswervingly implement the “Belt and Road” initiative and the national strategy for the integrated development of the Yangtze River Economic Belt and the Yangtze River Delta, amplify the unique advantages of the province in private economy, overseas Zhejiang businessmen, ecological environment, and business environment, and further strengthen economic and trade partnership with other parts of the world.
Tenth, we must earnestly study "how to quickly make up the striking shortcomings exposed in this epidemic" to improve basic public services. We should work hard to improve the public health emergency management system, push the work force towards the front line, and improve urban and rural environment and civilized life so as to effectively protect the people's life and health and improve people's livelihood.
Che Jun emphasized that the Party members and officials of the province, especially the leaders, should devote themselves to the "three-aspect services" with a new attitude, and work hard to make services more durable, more intensive, more accurate and more effective. We should learn to do things with an overall consideration without losing sight of the whole picture. Daring to take “hot potatoes”, we mustn’t shift our responsibilities, or take a sit-still or a wait-and-see attitude. Let this epidemic be a big test for us to keep our original aspiration, and minimize the losses caused by the epidemic to the least degree.
