According to the deployments of the Central Government, the General Office of the Central Government and the General Office of the State Council organized research teams to investigate the resumption of work and production in various places. On March 15, the Central Investigation Group headed by Xu Shaoshi, chairman of the National People’s Congress Finance and Economic Committee, conducted a 7-day field survey in Zhejiang Province. In the afternoon, a meeting related to the investigation was held, and Governor Yuan Jiajun gave a speech and Feng Fei attended.

On behalf of CPC Zhejiang Provincial Committee, the People’s Government of Zhejiang Province, and Secretary Che Jun, Yuan Jiajun extended a warm welcome to the investigation team. He said that since the outbreak of the coronavirus, CPC Zhejiang Provincial Committee and the People’s Government of Zhejiang Province have carefully studied and implemented the spirit of General Secretary Xi Jinping’s important speeches and instructions, and resolutely obeyed the unified command, unified coordination, and unified dispatch of the CPC Central Committee, so as to shoulder the political responsibility for the prevention and control of the virus in a scientific,organized and systematic manner and thus to resume work and production in a secure and orderly way. In this process, the precise control mechanism of one-picture, one-code, and one-index played a key role in promoting the resumption of production in key regions, major industries, and key sectors, in focusing on solving outstanding problems like lack of labor, difficult coordination in the industrial chain, and difficult logistics, in focus on making up for the aspects of weakness to promote the resumption of production in foreign trade enterprises, small and micro enterprises, and service industries, in focusing on policy support by implementing national policies and introducing the preferential policy system including the 30 Articles on stabilizing  enterprises and the economic developments and the action of tax, fees, rents, and interest reductions, and in focusing on strengthening on-the-spot guidance services. As a result, the situation of epidemic prevention and control in this province has stabilized and improved, and secured the resumption of production in a large number of enterprises. 110,000 small and medium-sized industrial enterprises basically resumed their production capacity, 3.97 million small and micro enterprises and individual industrial and commercial households resumed 85% of their production capacity, and all industrial enterprises and service enterprises above the state-designated size resumed work and 88.6% of production capacity.

Yuan Jiajun pointed out that the investigation team came to carry out investigations in a critical period of the development in Zhejiang, thus play an important guiding role in the epidemic prevention and control and the resumption of production. Zhejiang Provincial Government will fully cooperate with the investigation group, conscientiously implement the opinions and suggestions put forward by the investigation group, and make great efforts to coordinate the work of epidemic prevention and control and the economic and social development, in order to resolutely win battle against the virus and thus in order to ensure the completion of the annual goals and tasks.

Xu Shaoshi said that the investigation team visited Zhejiang, mainly to implement the spirit of General Secretary Jinping’s important instructions, to get to know the progress of resumption of work and production, to listen to opinions and suggestions, help solve problems, and summarize typical experiences and practices, and to promote the implementation of the decisions and deployments of the CPC Central Committee and the State Council. Since the outbreak of the epidemic, CPC Zhejiang Provincial Committee and the People’s Government of Zhejiang Province have done a considerable amount of work related to the epidemic prevention and control and the resumption of production and the measures adopted have been resolutely in place, practical, and effective. He thanked CPC Zhejiang Provincial Committee and the People’s Government of Zhejiang Province for these thorough arrangements. The investigation team will conduct in-depth surveys in Zhejiang in accordance with the requirements of CPC Central Committee and the State Council by focusing on listening to opinions and suggestions, by summarizing and publicizing the good experiences and practices, and by helping find existing problems, in order to more effectively promote the resumption of production and to contribute to the achievement of the goals and tasks set out in the “13th Five-Year Plan”.
