    Chief Function

        ---To carry out personnel policies and rules of party and state, to be in charge of whole city's personnel macro layout, synthetical management, supervision, direction, coordination and services; to research and weave personnel reform projects on organs and undertaking units, to research and draft related standard documents on personnel administrative management by authorization, and organize to implement after approval; to participate in administrative management system reform, institution reform, enterprise personnel system reform.

     ---To research and weave whole city's macro policies of overall layout, configuration adjustion and income distribution on state organs and undertaking units; to work out the personnel plans and salary plans of state organs and undertaking units; to be in charge of the unite distribution auditing of personnel's salary in units directly under municipal government; to be in charge of the analysis and Stat. of whole city's personnel resources; to manage salary funds of whole city's organs and undertaking units synthetically.

     ---To manage whole city's civil servants synthetically, to direct and coordinate county, cities and district to implement state civil servant rules.

     ---To manage whole city's professional technical personnel synthetically, to research and weave the development layout and policies on whole city's professional technical personnel building; to be in charge of the system reform of the title of a technical post on professional technology and synthetical management of duty qualification; to push occupation qualification system of professional technology, to be in charge of the inspection and supervision on occupation qualification registration; to be in charge of registration and technical leaders' selection and training as well as the selection and management of winners of special government allowance and outstanding dedicative experts; to be in charge of the management of experts settled down in Shaoxing and students abroad; to be in charge of postdoctoral push and postdoctoral management.

     ---To direct and coordinate personnel system reform of whole city's undertaking units, to research and weave standard documents on the management of professional technical personnel, employee and labor in undertaking units; to manage and perfect personnel dispute arbitration system.

     ---To be in charge of whole city's personnel resource layout and development, to weave standard management documents on personnel flow and personnel market; to develop and rule personnel market, and manage whole city's personnel flow service institutions synthetically; to be in charge of the management and direction of whole city's graduates from colleges and technical secondary schools; to be in charge of related personnel preparation of municipal organs and undertaking units.

     ---To manage the pays and welfare of municipal organs and undertaking units synthetically; to research and weave the standard of pays, allowances and subsidies of municipal organs and undertaking units and management means; to perfect organs and undertaking units' welfare system; to direct distribution system reform of undertaking units; to be in charge of establishment and implementing of treatment and policies on retirees of municipal organs and undertaking units; to participate in social unemployed and retirement insurance system reform of municipal organs and undertaking units.

     ---To manage governmental encouragement and commandment work synthetically, to research and weave governmental encouragement system; to be in charge of encouragement and commandment work in name of municipal government, to audit encouragement and commandment activities of municipal level system.

     ---To be in charge of allocation and acceptance of military officer transferred to civilian work, to weave allocation policies and training plans, to undertake allocation work of military officer transferred to civilian work directly under municipal government and provincial and ministerial generic units in Shaoxing.

     ---To manage civil servants' training of whole city synthetically; to be in charge of continuous education management of professional technical personnel.

     ---To manage whole city's introduce into foreign persons with ability unitely, to manage and coordinate foreign experts' work; to manage related training of going abroad.

     ---To be in charge of post responsibility system assess of municipal organs and undertaking units .

     ---To undertake other matters required by municipal government leaders.
