    Chief Function

       ---According to the national guidelines and policies of related labor and social insurance, to weave relevant policies and implementing measures; to research and weave reform plans on labor and social insurance systems; to weave whole city's layouts and annual working plans on labor and social insurance undertaking development and organize to carry out.

     ---To carry out related laws and rules on labor and social insurance administrative management; to carry out basic rules on adjusting labor relation; to research and draft related standard documents on labor and social insurance administrative management and organize to carry out after approval; to exert supervision and inspection rights of national labor and social insurance, and set up working network of labor supervision, develop labor insurance's supervision actions, accept and deal with complaint cases; to direct and supervise whole city's supervision and inspection institutions' work of labor and social insurance.

     ---To carry out rules on labor contracts, group contracts, disposals and arbitrations on labor dispute; to be in charge of disposals of labor dispute cases and precautionary work of labor dispute and be in charge of establishment of skeleton institutions of villages and towns labor dispute and mediatorial institutions of enterprise labor dispute; to be in charge of labor contracts' test; to be in charge of labor complaint work; to develop widespread laws' work, and maintain harmonious
    And steady of labor relation.

     ---To manage whole city's social insurance work synthetically; to be in charge of implementing organization, supervision and inspection of basic policies and basic standards on social insurance such as retirement, unemployment, medical treatment, injury on business and bearing; to weave social insurance funds' policies on capture, payment, management and operation and organize to carry out; to implement administrative supervision on social insurance funds' management; to weave management rules on social insurance transaction institutions; to organize to implement construction plans on social insurance service system; to weave complementary retirement insurance policies and complementary medical treatment insurance policies of organs, undertaking units and enterprises, and weave qualification standards of complementary insurance undertaking institutions; to inspect related institutions' qualification of undertaking complementary insurance.

     ---To manage whole development and use on city's labor force resources and employment work; to strengthen labor force market's construction, and weave management rules on employment agencies and organize to carry out and supervise; to direct whole city's employment service institutions' work; to organize to implement spanning area's well-ordered flow policies and measures on rural labor force; to manage citizen's leaving the country, employment and foreigners' entering and employment work.

     ---To organize to implement employee welfare system like working time, rest and leave and special labor protection policies on workwomen and underage workers; to be in charge of related allocation and prepare work; to participate in assess enterprises' work models.

     ---To organize to implement professional classification, professional skill standard, industrial standard, and detail implementing measures; to direct professional training institutions' work such as mechanic schools, employment training centers and professional training institutions holed b social power; to be in charge of the management work of in-service employees' skill training and re-employment training of unemployment personnel's and laid-off workers; to organize to implement labor preparative systems.

     ---To be in charge of macro control on enterprise employees' salaries; to research, weave and organize to implement adjective policies on enterprise salary guideline, work efficiency pothook, lowest salary standard and industrial income and operators' income distribution policies of state-owned enterprises; to direct enterprises to do well in inner distribution; to weave and implement management-labor negotiation system for determining employee wages; to be in charge of wage total amount of municipal enterprises; to be in charge of implementing main leaders 's annual wages of municipal state-owned companies.

     ---To bear whole city's statistics and information work on labor and social insurance, to organize to set up information network of whole city's labor and social insurance, to organize scientist technical research of whole city's labor and social insurance area and spread and application on fruit.

     ---To undertake other matters required by municipal government leaders.
