    Shangyu Economic Development Zone

    Zhejiang Shangyu Economic Development Zone(SEDZ) was established in Nov. , 1993 with approval of the people's government of Zhejiang province, and SEDZ is awarded as the key and advanced economic and technological development zone at provincial level.
    With planning area of 40 square kilometers, SEDZ is separate from the original urban area only by a river, it is not only an extension of old urban area but also the future urban area and industrial zone. All kinds of municipal and public utilities are being perfected, and the environment for investing and living is getting better, its infrastructure can meet the needs of various investing projects.     SEDZ is located in the prosperous areas of the Yantze River Delta, facing Hangzhou Gulf on the north. It is 2 km away from the exit of Shanghai-Hangzhou-Ningbo Expressway in the north and also 2 km away from the exit of Hangzhou-Wenzhou Expressway in the west. In addition, there are National Highway 329,National Highway 104,Shanghai-hHangzhou-Ningbo Double-Tracking Railway and Beijing-Hangzhou-Ningbo Canal passing through the SEDZ.

    Preferential Policy
    Local government gives SEDZ a series of preferential policy in taxation, water supply, and sewage. There are special policy and more favorable terms for those large sized enterprises with science and high technology content.
     
    Quality Service
    Shangyu People's Convenient Service Center, located in the zone, offers complete service to facilitate the relevant procedures. All formalities for setting up a company can be finished there. The Administrative Committee of SEDZ can go through the relative formalities for the enterprises which intend to set up in the zone.
     
    National Highway
    329 and 104, two Expressway and the double tracking railway pass through the SEDZ. There is a railway station in the zone and Shangyu Port is 12 km away.
     
    More Land Resources
    There are plentiful lands to be developed in SEDZ. Enterprises can buy land later by the present arranged prices if they defray down payment.
     
    Abundant Water Supply
    In the zone, There is sufficient water for cooling and wash, water quality is nearly as good as tap water.
     
    Environment Protection
    A sewage treatment plant with daily treating ability of 100,000 tons in the zone disposes of sewage.
     
    Special policy
    SEDZ executes all kinds of preferential policy of the advanced economic development zone at provincial level.
     
    Taxation
    Income tax
           the foreign invested enterprises (including joint ventures, joint cooperative enterprises and wholly owned enterprises) whose operation periods are over ten years, are exempt from income tax for the first two years and 50 percent of income tax for the following three years since the profit making year. The income tax rate is 26.4 percent.
    Other charges 
         the foreign invested enterprises are exempt from all the charges except Water Conservancy Foundation levied by the taxation department.

    Power supply 
    peak time price: RMB  0.61/kwh     Valley time price: RMB 0.382/kwh
    Water supply 
    price for residential use: RMB 1.68/m3,  Price for restaurant and industry: RMB1.90/m3 (including fee of discharge after sewage being treated up to the standard)
    Heat supply 
    fee for pipe construction: RMB 100,000/tons (only to be collected at the first time)   Price of steam: RMB 85/ton
    Price of building construction 
    steel structure : RMB400-450/m2 (for reference) Brick structure: RMB500-550/m2 (for reference)
    Leasing of standard workshop
    any enterprises with foreign investment of under USD500,000, USD510,000-USD1,500,000 and above USD1,510,000 are exempt from the leasing fee for one year, two years, and three years respectively.
